Judge Wallace was appointed to the Anchorage District Court in January of 2009. This is his fourth retention election.

Performance Summary

After conducting its performance review, the Judicial Council determined that Judge Wallace met or exceeded performance standards on all criteria, including professional competence and legal ability, integrity, impartiality and fairness, temperament, diligence, and administrative skills.

The Council also determined that Judge Wallace met or exceeded educational requirements set by the Alaska Supreme Court, complied with judicial ethics requirements, and made significant contributions to the community and to the administration of justice.

Because Judge Wallace met or exceeded all performance and educational standards, the Alaska Judicial Council recommends a “yes” vote on retention in office.

  • Judge Wallace served on the court system’s Civil Rules Committee, a group that reviews and updates court rules that govern civil cases.
  • He was a member of the court system’s Security Committee.
  • Judge Wallace served as the Deputy Presiding Judge for his court, an administrative role with responsibility for the efficient functioning of the Anchorage District Court.
  • He served as a judge on two therapeutic courts, the Anchorage Wellness Court, and the Anchorage Veterans Court. The Wellness Court hears cases involving defendants with substance abuse problems who are charged with misdemeanor offenses, and it uses specialized procedures to support defendants’ abstinence from drugs and alcohol. The Veterans Court uses specialized procedures designed to facilitate the rehabilitation of eligible veterans charged with criminal offenses.

Other performance indicators: A review of Judge Wallace’s financial and conflict of interest statements showed he complied with all disclosure requirements.

Timeliness: Alaska law requires judges’ pay be withheld when a decision has been pending longer than six months. The Council verified that Judge Wallace was paid on schedule, and he certified that he had no untimely decisions.

Ethics: There were no public disciplinary proceedings against Judge Wallace, and the Council’s review found no ethical concerns.
